Ha Ha! What a great description! It's a mix of tracks from people on the east coast, Texas and St. Louis as well my bits here in Minnesota, and no acid was involved in the making of this track!

If you dropped a handfull of acid in an abandoned warehouse & as the peak came on, you twirled random snippets of speech & weirdness around the room on your iPod, you'd come close to this track.  Oh yeah, you also need 1000 wind chimes of different materials being blown by a stiff wind for extra ambience.
